Del. unveils new strategic early childhood education plan

U.S Education Secretary Arne Duncan details Delware's strategic early childhood education plan and President Obama's plan to invest more money in early childhood education.

Delaware's early childhood education program comes under the federal microscope, and the U.S. Secretary of Education reveals what areas could use improvement as the state unveils a new strategic plan.

Federal Education Secretary Arne Duncan says Delaware isn't alone in the need to improve early childhood education.

"We have to get public schools in this state and across the country out of what I call, 'the catch up business,'" he says.

Quality and access in Delaware remains a big challenge.

He calls Delaware's preschool program for four-year-olds too small to meet demands.

"The majority of children still aren't ready to start kindergarten in Delaware," says Duncan.

But Duncan calls Delaware's new plan ambitious and the kind of program that gets results. He says Delaware's even made significant progress in early childhood education since winning Race to the Top money.

Delaware's strategic plan calls for its children to be the healthiest in the nation physically, emotionally, and behaviorally.

Secretary Duncan says this is so necessary.

"If we're serious about real academic improvements, we all know we must take care of our children's social and emotional needs as well," he says.

He says the plan sets ambitious goals to improve the quality of preschool programs.

"Five years from now in 2018, your goal is simple. All programs will be in the top tier in quality," says Duncan.

He adds Delaware's one of just three state's where the high school dropout rate declined in recent years.
